Thames Valley Police Neighbourhood update March 2010
This month’s update for Stokenchurch, Lane End, Piddington and West Wycombe is given by PC Danny O’Driscoll.
ANTI SOCIAL BEHAVIOUR
This month has seen an increase in reports of Anti Social Behaviour in the village of Lane End. In particular on the High Street in the area of the Osbourne Arms Public House. The team have received numerous reports of fights taking place in the early hours of the morning out in the street when customers leave the pub, as well as loud and abusive behaviour by customers standing out the front of the pub. The licensing officer from High Wycombe Police station and also an officer from the council have been made aware of the concern and are tackling the problem. The noise pollution team are also aware. Patrols are to be stepped up in the area and all residents have been given anti social behaviour logs.
Other than in the area of the Osbourne Arms Public house there does not appear to be an anti social behaviour problem on the area. There have been no reports of any anti social behaviour in Piddington, West Wycombe, Radnage or Studley Green.
There have been an increase in reports of criminal damage offences committed in Stokenchurch over the past month. A number of reports have been made of youths throwing eggs at houses.
SPEEDING
A speed indication device is now available to be used again on the area. The team will be deploying this over the next month. The community speeding van has been deployed on the A40 through Piddington on numerous occasions due to persistent problems.
The Marlow Road in Stokenchurch and Finings Road in Lane End continue to be a priority at this time with regards to speed enforcement.
PARKING
There appears to be a parking problem on the High Street in Lane End. Officers have noticed an increase in vehicles parking on the path way adjacent to the pond, completely blocking the path. Officers will be targeting this over the next month.
NEIGHBOURHOOD ACTION GROUP (NAG)
At the last Neighbourhood Action Group meeting members discussed the best ways to advertise the forth coming have your say meetings. The group have decided that these meetings will possibly be a good way of consulting with the public as to what the priorities for the neighbourhood are.
The group are to be involved in the opening of the Multi use games area that has recently been built in Stokenchurch. This is to coincide with the fun day in stokenchurch that PCSO LING organises every year. The date for this is pencilled in for 24th April 2010.

PARTNERSHIP WORKING
The team have been working alongside Bucks Fire at Marlow Fire Station. Bucks fire are currently running an emergency services course for youths from the local area.
MISCELLANEOUS
Operation Goldfish ran throughout the neighbourhood from the 3rd February to 5th February. The team was targeting burglary and auto crime in and around the area. The operation had a number of officers patrolling the area and for three days had no reported burglaries in the area. There was one reported theft from vehicle although there were no burglary or auto crime offences in the weekend following the operation.
A local man was arrested and charged with a Burglary Dwelling at Grey’s Dormer, Thorne Road, Lane End on 03/02/10 for an offence committed on 18/09/09
A local man was arrested and charged with a Burglary Non Dwelling at the Grove Equitation Centre, Lane End Road, Lane End on 03/02/10 for an offence committed on 15/08/09.
A man from Lane End was charged with driving whilst over the prescribed limit after being stopped driving through the village. He was also found to be in possession of cocaine.

These meetings are an ideal opportunity for local residents to speak to their local police officers and PCSOs about any local issues, no appointment is necessary just turn up and speak to your local officers. Spring is with us and hopefully the days of slipping and sliding around are over and we can look forward to working in our gardens and allotments.
Many of you may be aware of the recent Gypsy and Traveller Consultation on proposed sites within Wycombe District. Please be assured that the Parish Council is aware of the discussions taking place and if anything is planned which could affect our communities we will keep you advised through Contact and the website.
We have looked very thoroughly at the possibility of creating a cycle facility within the play area and have sought ROSPA advice and unfortunately the area available is not large enough to meet Health and Safety recommendations so we cannot go ahead with the idea.
Our next major project is to start the process of asking for a Traffic Regulation Order (TRO) through Buck County Council to prevent HGV’s parking along the Old Oxford Road. It has been an issue with residents and the Parish Council for the last few years and shows no sign of disappearing as a problem. If we get the TRO it will mean there is a way of enforcing a no parking policy.
We are still waiting for the report on parking in Piddington – for a while things improved but they have gradually gone back to what they were with some pavements totally unusable because of parked cars. Please think about other people and emergency vehicles when you are parking your car.

NAG
The Neighbourhood Action Group meeting run by Thames Valley Police and organised for the benefit of local communities is having its next meeting on Tuesday 23rd February at 7pm in West Wycombe Village Hall. Please come along and see what can be achieved.
Have Your Say
Thames Valley Police are holding a ‘Have your Say’ session outside Piddington Village Hall on Tuesday 23nd February from 10.30 – 11am. If you have any issues you would like to raise with our local area police officers do go along – no appointment is necessary.

John Charlton, the BCC officer who agreed to help us with our parking problems has now retuned to work and we hope to be able to see his proposal to help Piddington in the very near future. Please look on the Parish Council website and in Contact where we will keep you as up to date as possible.
The recent bad weather has highlighted problems for everyone in Piddington as nearly everyone lives or has to access their home via a hill. It has meant the more vulnerable people of our community have had to rely on friends and neighbours for help and support. With this in mind the Parish Council will be drawing up an Emergency Plan which could be used if we experience a similar situation or for example we have motorists stranded on the A40. If you have any skills, equipment, ideas or would like to be put on a list of people who would either appreciate some help or would be prepared to help people in the community, please supply the information with your name, address, telephone number (mobile and land line as if we have a power cut we often can only use the mobile number) and email address to either Mrs Sylvia Storey, ’Lynwood’, Old Oxford Road or the Parish Clerk.

Meeting Postponed
The meeting of the Parish Council, scheduled for tonight (January 12th) has been cancelled due to the prevailing weather conditions.
Potholes
Due to the severe weather conditions we have experienced in the last few weeks the conditions of the roads on our network have deteriorated significantly in relation to potholes. Therefore to tackle this problem a report has been signed off by the Head of Transport, Jim Stevens detailing actions to be taken. I am pleased to inform you as of:
Monday 4th January:
Provide 3 number 2 man gangs to "find and fix" category 1 pothole defects only on the precautionary salting network.
Provide 1 number 2 man gang to continue salt bin filling operations
Tuesday 5th January until Friday 22nd January
Provision as above PLUS 2 additional gangs to continue work on "find and fix". In total we will have 5 gangs working proactively to seek and repair Category 1 potholes on the precautionary salting network.
All defects are to be repaired using hot material and are to be of a first time fix standard.
Any requests received via the Transport for Buckinghamshire Contact Centre reporting potholes that are not on the precautionary salting network will be passed to the Local Area Technician who will inspect and prioritise accordingly.
Category 1 defects on these routes will be dealt with within 48 hours.
I would encourage you to continue to use the Contact Centre (0845 230 2882) to report any potholes.

A Happy New Year to you all.
At the December Parish Council it was agreed to set the Precept at £18,500 this includes a figure of £3000 to cover the creation of a Traffic Regulation Order to prevent HGV’s parking along the Old Oxford Road. With the creation of the Piddington Recreation ground we have used up all our reserves and these will gradually have to be built up again.
We still do not have a report from Bucks County Council on the parking issues as John Charlton did not return to work on the 20th November as hoped for – we have asked our County Councillor Frank Downes to find out what he can do to try and progress the report on parking in our parish.
We have allocated our one vacant allotment.
The next meeting of the Parish Council will be on Wednesday 13th January at 7.30pm in Piddington Village Hall.
Consultation on Gypsy and Traveller sites study opens

Wycombe District Council is giving local residents and stakeholders the chance to have their say on new sites for Gypsies and Travellers, during a public consultation that started this week.
Working with planning consultants Baker Associates, the Council has identified a number of possible locations across Wycombe District for Gypsy and Traveller sites and has developed an interim policy statement (IPS) to provide a framework to meet shorter-term needs. During the consultation, which closes at noon on Friday
29 January 2010, we want to hear your views on this shortlist of sites.
This study needs to be done to comply with government policy which requires local authorities to allocate sites for Gypsies and Travellers.
The consultation includes an online questionnaire which can be completed by all residents and stakeholders – and is available to view and complete on our Gypsy and Traveller services web page. The IPS and copies of the questionnaire are also available from the Council’s offices in High Wycombe, Marlow and Princes Risborough.

The November Parish Council started to think about the budget for next year and in principle it was agreed that we would try not to increase the precept. We have some ideas for improvements for the Parish which we will cost and then decided whether we can afford to carry them out. We are aware that finances are still tight for families and we do not want to increase anyone’s financial burden.
We still do not have a report from Bucks County Council on the parking issues as John Charlton did not return to work until 20th November so hopefully we will have something for the January meeting. We do however plan to ask for Traffic Regulation Order to prevent HGV’s parking along the Old Oxford Road.
We are also investigating the development of a small cycle track for the children.
We have one vacant allotment and if anyone is interested in taking this on, please contact either the Parish Clerk or Cllr Mrs Storey.

Marlow Neighbourhood Action Group (NAG)
Marlow NAG now have a website!
The NAG allows residents, partner agencies and the police to work closely together to look at quality of life issues to improve the neighbourhood, as well as make Marlow more secure from the likelihood of crime and anti-social behaviour.

Beat Surgery
Thames Valley Police will be holding a Beat Surgery on Thursday 19th November from 11am to 12.30pm in the Village Hall. Please go to the meeting to discuss any problems or concerns that you may have in the neighbourhood.

To date we have not had the report from John Charlton, Bucks County Council on the parking problems in Piddington. Unfortunately John is on long term sick and no one else can be allocated to the project. Please continue to be thoughtful about your parking and we may as a community help to solve our own problem. We will investigate the creation of a Traffic Regulation Order for our Parish to prevent HGV’s parking on our roads – we know this will cost in the region of £3000 and will need to be budgeted for.
We had problems over the summer in the Recreation ground. Sadly some of our community decided that deliberately breaking glass bottles at the bottom of the slide and under the swings was a good game. One toddler was injured and it was only by vigilance and time taken to check the site that more injuries were not reported. If this happens again we will borrow a CCTV set up and ensure that we have on record who is carrying out these totally antisocial acts. The hedge should be cut by the time you read this and you will notice that we have lowered it to make it easier to see in and observe any anti social behaviour.
We will be looking at our budgets at the November meeting and if you have any suggestions as to projects which could improve our community please come along to the meeting on the 11th November or send a letter or email to the Clerk with your suggestions.

A big thank you to all 58 residents of Piddington who came to the meeting on 15th July to discuss parking problems in the village. We were joined by John Charlton, Parking Services Manager for Bucks County Council and two members of Thames Valley Police. The most important aspect of the meeting was for residents to have the opportunity to suggest solutions for a problem acknowledged by everyone and to listen to the different concerns people have. The Parish Council does not want to ‘punish’ anyone but we do have to make sure that car parking is not compromising the safety of any resident whether pedestrian, car driver or home owner. Thames Valley Police only became involved as they were receiving official complaints about dangerous parking and restricted access for emergency vehicles. The Fire Brigade are currently carrying out an investigation on parking within the village and how it affects access to homes. They will communicate their findings to Buck County Council
A wide variety of suggestions were made from creating bye laws to creating a one way system, using the Village Hall car park when there are no functions and making a car park on Piddington Green. Residents were keen to make sure that no one street was singled out for action and that the problem should be looked at as a total community issue.
It was acknowledged that many home owners are not using the available space on their drives and that if they did then this would improve the situation. Some residents with vans were concerned for the safety of tools etc and these vehicles do take up a drive making it necessary for their cars to be parked elsewhere. Residents would have to accept that cars from houses in other roads may well be parked outside their homes but that with considerate parking this should not create a problem. There was unanimous agreement that parking on corners/junctions was creating dangerous situations with restricted visibility. The meeting then discussed the use of the Old Oxford Road by HGV’s.
Having listened to everyone’s comments, John Charlton suggested that white lines to restrict parking may be the solution and that he was prepared to produce a scheme for the community to discuss in September. He would need to measure road widths and look at emergency vehicle access and there may be a need to restrict access to some pavements and ensure that other pavements are not parked on at all.
The Parish Council will let everyone know when the plans are available to inspect .
The Parish Council will also investigate the creation of a Traffic Regulation Order at a cost of approximately £3000 to restrict parking of HGV’s – this is the only option to deal with this problem as currently they are not doing anything illegal.
Prior to the Parking meeting, a meeting was held for all the allotment tenants. Everyone present agreed with the Rules and Regulations created by the Parish Council and it was agreed that we would investigate the cost of installing a stand pipe and water.
The next Parish Council meeting will be on 9th September at 7.30pm in Piddington Village Hall.

The Parish Council has had to remove the 5 a side football nets earlier than planned as they had been vandalised. To repair them and reinstall them will cost £500. The picnic bench was also broken, the fixings were cut and the legs broken – we had that repaired and then it was thrown into the football nets. The bus shelter has been vandalised and youths from the community have been seen on the roof and repair work will have to be carried out.
You as the residents of Piddington, paying Council Tax, pay for this mindless vandalism and the children of the community loose out because these local young people do not know how to behave or respect other people’s property. With the summer holidays not far away your Parish Council spent the first six months budget on ensuring that the play area was fully functioning and now we are not in a position to carry out all this damage repair work until the end of July at the earliest. The police have become involved, something we did not want to do and if you witness any further acts of wanton damage to property please let either the police or the Clerk know what you have seen.
The Parish Council’s pleas for greater consideration when parking have gone unheeded mostly as people want to have their car parked virtually outside their house. Non driving residents should be able to use the pavements for their own safety and they are not able to do this. The police have been around and put letters in houses, nobody wants to get to the ‘tickets’ stage, but as a Community we have to solve the problem. The Parish Council will be holding a Public Meeting on Wednesday 15th July at 8pm in Piddington Village Hall to discuss the parking problems. Please come along and discuss what we can all do. We will invite Bucks County Council, Thames Valley Police and local businesses to see if we can come up with a solution.
On that same evening but at 7pm we will be holding a meeting for all Allotment Tenants. Bucks County Council handed the responsibility for the allotment land over to the Parish Council last year and we now have to work together to maintain it to the level we agreed to in the lease document. Letters for both these meetings will have been issued but if they have been lost in the piles of paper we get through the door everyday please make a note in your diaries.

The Official Opening of the Piddington Recreation Ground held on Sunday 10th May was a great success.
The sun shone for us and over 100 residents joined Colin Baker, Lady Lucinda Dashwood, County, District and Parish Councillors. A free barbecue was served all afternoon and the African drumming group – Africa Junction entertained us with rhythmic drumming and dancing.

The day was the culmination of three years of hard work by local people. In 2006 Vicky Carter Windle, Tracey Pears, Bob Stiff, Jim Lassen, David Elliott and Nick Broom Edwards and Paul Smith, all local residents, created a Piddington Community Group.
They started the redevelopment of the play area by contacting Wycombe District Council and were lucky enough to be given the Ball Wall, which they then installed. The amount of money needed to develop a play area meant there was a need for grants and looking for other financial support. In 2007 the Parish Council became more involved and made the decision to look for grants.
We were unlucky on the grants front and the Parish Council made the decision to fully fund and manage the project from the Reserves they had built up. We also received some funding by our County and District Councillors. They felt it was important to install new play equipment and let the children of the community have fun as soon as possible.
The order for the equipment was placed in May 2008 and the main play equipment was installed by July 2008; we applied to the Football Foundation who gave us the money to purchase the Five a Side Nets and this May we installed the correct play surface in front of the ball wall.
We plan to add extra pieces of equipment each year e.g. a ‘bowl’ swing and a willow wigwam. For the remainder of this year we will just be keeping the grass cut and reinstalling the goal posts as the soil has sunk around the fixings.

We look forward to seeing as many families from the Parish at the Official Opening of the Piddington Recreation Ground at 3pm on Sunday 10th May. You should have received your invitations by now and please let Sylvia Storey know whether you will be attending – this will just help us cater correctly on the day. Let’s hope the sun shines for us.
The ball wall apron should be finished by the time you read this. We hope this will help meet the needs of the youngsters of our parish. Girls will be able to use the netball net and the area is large enough for basketball as well as using the cricket stumps.
The daffodils have been magnificent and if funds allow we hope to be able to plant more along the edge of Piddington Green this autumn.
The Annual Parish meeting will take place on Wednesday 13th May. Please come along and find out what the Parish Council has been doing for the past year and our plans for the future. The meeting will start at 7.30pm and will end with light refreshments.

We have added another page to our website giving a list of activities in the Village Hall. So far no one has given me any information to put on the businesses and organisations page. We are working with Bucks County Council on creating the footpath map
The date for the Official Opening of the Recreation Ground will be Sunday 10th May at 3pm for a 3.30 ribbon cutting ceremony followed by a barbecue. Invitations will be issued to every household in the Parish. Please put the date in your diary. No one has come forward with suggestions of a community activity e.g. tug of war or 5 a side match. Now you know the date would anyone be willing to organise this? We have placed an order for a proper surface for the ball wall area. The work will take place after the Easter holiday and be complete in time for the Official Opening. Once that area is available we will be taking down the football nets for a short time to repair the grass and carry out maintenance work.
The daffodils the Parish Council planted in the Autumn are about to flower and make a very cheerful sight to everyone passing through our parish. The work on Chipps Hill is now complete for this year and we received a grant for 50% of the cost of this work, we hope the wild flowers will spread into this newly cleared area and we hope to be able to carry out a bit more work in the future.

We have decided to add three extra pages to the website, one to cover activities in the village/village hall another with a map showing footpaths and the last as a directory of businesses and organisations based in the parish. If you would like to have a listing please email the information to the undersigned
Local people have been very appreciative of their neighbours in the recent snow and we have been asked to thank Joe Butler and his daughter Karen Parker of Wellfield Road and David Britnell of Queen Street for spreading salt and grit. We are sure there are many others who need to be thanked. It is good to have a community spirit in challenging times.
We hope to have an official opening of the Recreation Ground in May or June so look out for posters. We will invite everyone in our Parish to join in with a barbecue and tea and cakes and if anyone has any ideas or would like to organise a community activity such as a tug of war or parents/children 5 a side match please make contact with the Clerk or any of your Councillors.
Thames Valley Police Neighbourhood Action Group will be launching a schools poster competition to deter speeding motorists. The schools will receive the information during early march and it is planned that winners will be announced and presentations made in the week beginning 30th March. Please encourage your children to take part and use it as a tool to help with road safety.

We have included news page here on the website. This will be updated once a month and if you want to publicise something email the Clerk with the information and it will be included. Items will be uploaded during the first week of the month so please bear this in mind when supplying information.
We have had more vandalism in our Parish, one of the Notice Boards in the Recreation Ground has been ‘snapped’ off and the window in the bus shelter has been broken. This is as well as the damage to the Notice Board in the Bus Shelter and the stupid act of winding the swings round the top bar so nobody can use the swings. We are trying to keep a tight control on our expenditure in order and this type of mindless vandalism is a complete waste of money. The police are being informed and if you see anything happening please contact the police and report it or let the Clerk know what you have seen.
There will not be any major projects in the next Parish Council year, we will be building on the work we have started and continuing to maintain the Parish so it is a pleasure for residents and visitors alike. We will continue to pursue Bucks County Council to try to get something done with the surface on Wellfield Road. It would help if residents report potholes etc by ringing Highways on Call on 0845 230 2882. When you report anything please ask for the reference number and then after about 10 days ring them back if the repair has not taken place.

The Parish Council hopes everyone had a Happy Christmas and have a healthy 2009.
The Parish Council has agreed to keep the Precept at the same level as this year i.e. £15,000. We are conscious that everyone will be affected by the current financial climate and felt it would be irresponsible for the Parish Council to increase our costs.
The Parish Council has received a 50% grant of £500 towards the cost of work on removing the brambles on the top section of the bank down Chipps Hill. This will be a long project but if you see our contractor at the top of the bank fighting with the brambles you will know why. The wild flowers always look so lovely and we would like to be able to encourage more to flower.
We have recently had to report the vandalism of the telephone box opposite The Brickmakers. If anyone saw anything, probably on the night of 4/5th December please could you let the police know on 0845 850 505. The crime number to quote is GF3236073/08.
